Who We Are

Our Commitment to Employment Status Policy Development

Promoting informed discussion and consultation on employment status, labour market regulation, taxation and associated public policy.

The Employment Status Consultative Committee (ESCC) is an independent forum that brings together stakeholders with expertise and interest in employment status, labour market practice, taxation, employment rights and regulatory developments.

The Committee contributes to public consultation exercises, engages with government departments and agencies, and publishes responses, correspondence and other materials of public interest.

Our Journey

Why form the ESCC?

Founded in 2024 by Justine Riccomini, the Employment Status Consultative Committee was born due to the clear and present need to tackle the many and complex issues within the umbrella term “employment status” in the UK which have evolved over time. Many tax and legal experts agree that employment status is far too complex. Employers, contractors, low paid workers and agency workers, off-payroll workers and agency workers as well as those working through ‘umbrella’ companies and Managed Service Companies are all caught up in a growing web of the various UK legislative provisions which collectively serve only to confuse, create division, stymie growth and productivity, and damage the UK economy.
